[eia] Russian Naval Phase of Feb 05

	Since I'm not at war with GB, I don't see much of anything JJ can do to 
change my naval orders, so I'll just send them out and find out if they 
happened before or after Britain's later.

The First and Second fleet are iced in until next month, so they must 
remain stationary.  The 3rd fleet also stays put and maintains its invasion 
depot.
