    France and Austria both lose 3 political points for declaring war on one
another.  (No call to allies is permitted for this type of declaration.)
This places France one box away from the Neutral zone and Austria one box
away from the Instability Zone.  (That is, unless no one volunteers to
control Papacy, in which case we both will go back up one box.)
