[eia] escrow instructions

Commands:
escrow                     Starts an escrow.
address foo@xxxxxxxxxxx    One for each address contributing to the escrow.
mailto foo@xxxxxxxxxxx     One for each address escrow results are to be sent.
subject blah blah blah     Specifies subject line for notification and results.
# blah blah blah           Any line starting with a # is a comment.

Usage:

To start an escrow, send a message to escrow@xxxxxxxxxx Only one command
may be given per line. Anything before the 'escrow' command is ignored.
Anything that is neither a command nor a comment is also ignored.

Example:

escrow
address foo@xxxxxxxxxxx
address bar@xxxxxxxxxxx
mailto list@xxxxxxxxxxx
subject Flying Monkeys

# These are comments.
#
