It seems that the PHP page doesn't reject a proposal with a duplicate
name, as it ought according to rule 5.  Instead it overwrites other
proposals having that name.  This is why proposal nowhere isn't there
anymore: the page's idea of that proposal got clobbered when I tested
this.  Robert, please show this to someone who can fix can fix
