[TCG] updates to PHP page

Xiannan, Olena, Alex, and Jennifer,

One can now perform the following operations on the PHP page:
- move the space heater
- add anonymous comments to proposals

I assert that comments should not be public announcements because:
- they are anonymous
- they do not have timestamps
- it is possible to add a comment on an old proposal that nobody will
  ever find.

Jennifer has been accused of inactivity.
