[TCG] refreshments

I refresh NoGarbageCollection, BadlyNamedProposal, and PauseSurvival.

I vote -16/17 on IceCreamLemma, because it's impractical (although I
suppose Robert could have meant something equivalent to "players must
have ingested chocolate ice cream topped with chocolate chips at some
point in time prior to any action", in which case it's likely that many
of us need do nothing).

I also urge players to continue participating actively in the game; it's
unfortunate how much things have slowed without the PHP page.
