Unlike the STL, boost is not really a single entity, but rather a collection of libraries under a single banner. You could think of it as a sandbox for ideas of things folks think would be useful to add to the language standard. While there are various support packages within boost used by a lot of the boost libraries, you'll find a lot of distinct components in boost that logically independent to the rest of boost (the Boost Graph Library comes to mind). So, saying something is "based on Boost" is kind of nebulous. I'm sure there is lots of work out there which depends on Boost, or perhaps was inspired by things found in boost. There are also probably libraries which did not get added to Boost (can't think of any).
