If there is a dispute regarding the order in which proposals are
resolved, it would be up to the Sec. Gen. to decide in a fair manner
(rule 3). Also, a rule clarification at the bottom of
https://sites.google.com/site/dipnomicy/game-state clarifies which
order moves and proposals are resolved in: moves first. The reason for
doing it that way is that it's easier for players to legislate an
alternative way of doing it, since that would automatically override
the rule clarification.
