in the week following its creation.

That is correct, although Turiski, myself and Arkady voted against and so it
was deleted.

This is meant to prevent conflict with existing rules, I read 18 as
rules being put into operation in the order they were proposed, rather than
one rule existing before previously proposed rules. Since they are being
created at present this may be irrelevant.

Fair nuff, just thought we should limit the number of rules proposed at any
one time since I could conceviably create an entire new ruleset that
nullifies the current one with the only check being that people can vote
against rules that are ALREADY in effect.
