[s-d] Suggested new ruleset

Obviously, the existing ruleset for B isn't very interesting. So I
decided to come up with a new one that should hopefully be sufficiently
broken to lead to interesting play:

{{{
Rule 0.

[insert typical Emergency rule here]

Rule 1.

B Nomic is a game. It exists for as long as at least one person believes
it exists.

Rule 2.

B Nomic's gamestate is whatever a majority of players believe it is. If
there is no majority belief as to what a part of the gamestate is, it
remains the same until there is, and other parts of the gamestate change
to reflect belief as appropriate.

Rule 3.

If a majority of players agree that the rules should change, and how,
they do, that way. Likewise for the gamestate.

Rule 4.

If something is in dispute, players are recommended to draw it to the
attention of other players, so that they can agree on what the true
state is, or on a method to change it.

Rule 5.

Anyone can stop playing at any time. Anyone can start playing at any
time, unless a majority of players pre-emptively refuse to allow them to
play.

Rule 6.

There is a victory condition. Winning, however, does not cause the game
to end.

Rule 7.

The best way to agree upon changes to the rules or gamestate, or perform
other game actions, is by posting to spoon-business@xxxxxxxxx; posts
there should be assumed to be authoritative rather than suggestions. For
posts to spoon-discuss@xxxxxxxxx, the opposite is assumed.

Rule 8.

There are Ministers responsible for ensuring that people can easily
check the current gamestate, by maintaining a representation of the
gamestate on the wiki or by posting it regularly to an appropriate
mailing list.

Rule 9.

Game time (or "ntime") only runs while the Clock is On, and stays the
same while the Clock is Off. It otherwise works the same way as real
time. If the game could not continue without the Clock being turned On,
it turns itself On.

Rule 10.

Ouch.
