The problem with this at the moment is that the rules annoyingly have
the clock platonically turn off or stay on conditionally based on
whether there's a MoC or if the ballot has been published, and the bot
isn't capable of tracking gamestate like that.

B has in the past had automation that could have done stuff like that,
although I'm not sure it's a great idea considering the demise of that
automation ended 2 eras...
