did not explicitly initialize the contents of the mentor pool, so I'm
undecided between three interpretations, each of which could be argued
as reasonable:

  1) Initially empty
  2) Initially contained all active non-newbie players
  3) Initially undefined

Well, you're certainly off to a good start, but I think Rule 76
prohibits assignment of mentors because Rule 69 doesn't explicitly
provide a mechanism for it (except for its "becomes the mentor" clause
later on, which may or may not be the same as "assignment", but in any
case is not subject to direct manual control).
