We had a power-4 instrument flip the switches. (Besides, Agora-style
ruleset can survive with no players; anyone can register at that point.)

It messed up the flipping of fora, though, which is why we had no PFs
for a while, but that's been fixed via an illegal ratification (using
the send-to-everyone-claiming-it's-public method).
