[s-d] The One True Gamestate


If JamesB is correct that the Clock breakage occurred at a time when
Emergency by Panic Buttons was already in the ruleset (and I think e
is), every subsequent Emergency through the end of the 3rd Era used
the procedures that were platonically in the rules at the time and
thus succeeded.  In Jan 2008, Proposal 266 purported to eliminate
Panic Buttons, and subsequent emergencies, purportedly started by
changing "Mental State", failed to be initiated.

Thus, the last change made to the Ruleset was by the Emergency of
nweek 135, during which the following RP was adopted (which,
conveniently, ratified the ruleset.  Inconveniently, this was not
during the single wiki page of rules era or the recent Rules Snapshot
era, but the Rules of 13 Dec 2007 can be recovered from page
histories.):

Amend Rule 1-12 to read as follows:

The First Era of B Nomic is the time starting with the creation of
the game (approx. 5 Dec 2001, prompted by a five-month lull in A Nomic) and
ending immediately before the start of The Second Era of B Nomic.

The Second Era of B Nomic is the time starting with nweek 85
(approx. 4 Apr 2005, prompted by data loss when the bnomic.org
server crashed) and ending immediately before the start of The
Third Era of B Nomic.


The Third Era of B Nomic is the time starting with nweek 112
(approx. 14 Nov 2006, prompted by another five-month lull) and
ending immediately before the start of The Fourth Era of B Nomic

The Fourth Era of B Nomic is the time starting with nweek 135
(10 Dec 2007, prompted by a second State of Emergency in 2 nweeks),
and continuing to the present.

Amend Rule 0 clause 4 to read:

    4. The Emergency Coordinator makes a statement to the Emergency
Forum that he is initializing the Pause. The Procedure tracks time spent
using the Pause. When the Emergency Coordinator initializes the Pause it
is zero. Thereafter, until the completion of the Procedure, the Pause is
increased by one each day at 00:00:00 UTC. Once per day, the Emergency
Coordinator may announce to the Emergency forum their intention to
increment the pause. If no PEP voices objection to this action on the
Emergency Forum within 24 hours, then the value of the Pause is
incremented by one.

In Rule 1-2, add the text, at the end: "Game Objects can only be
created, destroyed, or modified if allowed by the Rules,
in a manner explicitly governed by the Rules."

Change Proposals 185, 210, and 211 to Won.  Increase the Score of the
player "0x44" by 16 points. [[For the votes on 210; 185 was proposed
by an entity that is no longer a Player, 211 was proposed by me and I
don't want to create an appearance of trying to use my RP to serve my
own interest.]]

Repeal Rule 1-22.

In Rule 1-10, remove the following text:

Any player (as a Game Action) may declare any Game Action which has
occurred within the past NDay to be Invalid, unless that Game Action
was to declare another Game Action invalid, or to submit a
consultation. An invalid Game Action is treated as if it never
occurred. An Outsider whose Game Action has been declared invalid may
submit a consultation whose text reads "XXX is valid", where XXX is
the Game Action they attempted to perform. When that consultation
becomes Pondered, if the priest answered it Yes, the Player who
declared that game action to be invalid loses 10 Points.

Any Game Action which has not been declared invalid by the above
within the allowed timespan is considered to be valid in every way,
even if it is in contradiction to the rules. [[Note: This ensures that
illegal actions can not cause the gamestate to be reversed more than
one day]]

In addition, the Rules are set to what they would be if the Public
Display of each Rule on the wiki and the Rules page itself were
correct as of 0:00 UTC on 13 December 2007 and these Rules were only
modified as specified in this Refresh Proposal.  Any purported changes
to the Rules that were not reflected in these wiki pages as shown in
their History or enacted in this Refresh Proposal are entirely null
and void.
