You can refer to it (and thus win by repealing it) once it's gone.
Although a better phrasing might be "A player becomes the originator
of an occurrence that causes there not to be a rule titled 'Not a
Rule' anymore" or something, to make it obviously meaningless as long
as there is no such rule and meaningful once it's gone.
