The correct solution is Approving those PDs after they're updated for the Emergency. :)
The "correct" solution for half of your RP is the proposal process. BP's suggestion makes a lot of sense, especially given that approval requires ndays to pass, and only 10 have this whole era (3 of them against your objections).
