Right, this has gone too far but I intend to bring it back.
 
Rule 5E0 states that "The Emergency Coordinator shall designate a means for PEPs to communicate as the Emergency Forum".
 
Not all the PEPs can communicate via the designated means therefore it is not a valid emergency forum so I, as a PEP, designate spoon-business@xxxxxxxxx as the emergency forum.
 
My consultations have not been assigned to a priest.
 
I submitted a consultation on the 27 December at 22:19 UTC, it has not been assigned to a priest even after 3 rdays.
 
The pause (according to the clock on the wiki) is 3. All attempts to artificially increment the pause have failed as Laws cannot affect things outside of them nor can they affect things not on the squares they govern.
 
Assuming the pause is 3 and spoon-business@xxxxxxxxx is the emergency forum, I submit the following refresh proposal:
 
{The contracts "Suffocation" and "CREAMPUFF race" are destroyed
 
Change the following section of Rule 5E0:
 
3. The Emergency Coordinator shall designate a means for PEPs to communicate as the Emergency Forum and make a reasonable effort to notify all other PEPs about the Forum's existence. If the Emergency Coordinator fails to do either of these within 24 hours, any PEP can designate an Emergency Forum if he notifies the other PEPs of its existence. The Emergency Forum must be reasonably accessible to all PEPs. Posting about the Emergency Forum on all official discussion and public fora is considered a sufficient effort.

Append the following paragraph to Rule 5E6:
 
All Game Actions and Discussion of the Game State of B Nomic must take place on a Public Forum or a Discussion Forum and cannot take place on a Private Forum.
