People's thresholds for becoming paranoid are so variable ("Tweaks are
broken, aaaaaaaaaaaaaahh!") that it's hard to say whether this would be
good or bad in the general sense.

Besides the current forum scam, how often has Emergency been used to
scam some aspect of the Emergency Procedure, as opposed to using it to
fix legitimate emergencies?
