I don't believe it does. While an Outsider is defined as being a Game
Object and an External Force is not, an External Force's ability to be
a game object is nowhere specifically denied, nor is the External
Force explicitly stated to be a different entity from the Outsider.
The Outsider is a Game Object representing the External Force's
projection into the game, which is not inherently the same as the
External Force - but I see no reason why I as an External Force can't
represent my own projection just fine.

The rule contradicts the most obvious interpretation of other rules,
but not the only conceivable one - and it leaves room for a less
intuitive but valid reading, which thanks to the contradiction of the
alternative is unambiguously correct even though it's silly and
illogical.
