Oops. My bad.

Hmm. So if the MoM turns off the clock mid-nweek, there is no way to
turn the clock back on?

And if the only way it can be turned on is by the "there are no
outstanding obligations" statement, it could be the case that it can
never be turned on if players keep submitting game actions that create
obligations.
