[s-d] Duties of the Ministers

I hacked up a quick list of the duties of the Ministers as I see it:

These are the duties **before** the passing of all Proposals at the end of
nweek 135.

It would probably be best to list these on the yet to be created pages
linked on the Ministry pages (and then do a Special:Concat to list all
duties)
