I think the wording on the Felony is a little buggy.  Maybe you should include a clause saying something like "This crime cannot be committed more than once in a given nweek" explicitly.

I revise Proposal 241, The Code of Life, to read as shown below.
Summary of changes is that one may not mutate after voting, it is now
a felony (wording makes the penalty apply whether or not Wooble's
criminal law passes or not) to vote against a proposal whose author is
currently your twin, punishable by m100 fine. However (and PLEASE tell
me whether you think the wording I used actually conveys this
intention) this fine crime can only be committed once per nweek. IE I
can vote against my twin's 18 proposals or vote against one of his
proposals 15 times and still only have committed one crime and owe one
fee. This is to avoid someone just submitting the same proposal
multiple times to dissuade their twin from voting. Also, I fixed a few
minor bugs people pointed out.

Create a new rule that reads:

There is an Attribute "DNA" with a Scope of all Players, a Range of
two-character-strings composed entirely of the uppercase letters A, T,
G, and C, and a Default Value of AA.

Once per nweek, as a Game Action, a Player who has not yet Voted on
any currently Pending Proposals may Mutate, changing only one of the
characters that forms his DNA but leaving both characters in the same
order.

Players with identical DNA are said to be Twins. In no case shall a
Player be considered to be his own Twin.

obligation to send an email to nomic.net's Dice Server

The response to the above email, automatically delivered by the Dice
Server to the Public Forum, constitutes a Game Document bestowing each
Player his initial DNA. The first line of dice rolls represents, in
order from left to right, the first and second characters of the DNA
of the first Player listed (from the left). Dice rolls are converted
to letters as follows: 1 becomes A, 2 becomes T, 3 becomes G, 4
becomes C. The second line represents, in the same manner, the DNA of
the second Player listed, and such a pattern is followed till the nth
line represents the nth Player. If the number of dice roll lines and
the number of Players listed do not coincide, because of Ministry
error or otherwise, this Game Document is destroyed and a new email is
submitted such that a new Game Document is received and treated as if
it were the first such document received for the purpose of DNA
Assignation. Assignation of initial DNA does not constitute a
mutation.

In Rule 2-2, under the heading "Voting", insert the following
paragraph between the 5th and 6th paragraphs:

In a given nweek, Voting AGAINST one or more Proposals whose Author is
currently one's Twin is a Felony punishable by a fine of exactly m100.

In Rule 2-2, under the heading "Submission and Revision", append the
following sentence to the first paragraph:

He may not specify a Conflict with a Proposal whose Author is
currently his Twin.

In Rule 2-5, under the heading "Overriding Consultations", add the
following sentence between the second and third sentences of the first
paragraph:

A Player may not Claim an answer submitted by a Priest who is
currently his Twin to be Inconsistent.

In Rule 2-8, append the following sentence to the fourth paragraph:

Neither may a Player object to an action that another Player who is
currently his Twin attempted to perform.

A Player may not perform any action that directly causes the Hit
