I think that would work without the quotes in this way:

A Game Action that the Rules require to be performed with M supporters
and/or to be performed without N objections is a Dependent Action.

Tweaks at least need to be performable when the Clock is Off.  For other
> actions I can see why ndays would be preferable.

True. I like.

As a "thing for later" maybe we should limit the actions that can be
performed when the Clock is Off. We could use the clock as control rods if a
meltdown is approaching without requiring a full blown emergency.
