Rule 2-5 does not require that Consultation Numbers be real or rational 
numbers. Rule 2-5 states that the Consultation number is equal to 1 or 
the greatest existing Consultation number incremented by one. It also 
states that the Oracle can override teh normal assignment of 
consultation numbers and choose a /number/ of his liking.
