The cliff notes for this proposal more or less read: "Every action is
ratified within 1 nday unless disputed". This still allows for a
disputed action to be decided by Consultation, it just does it in a
non-messy way by avoiding the quantum states and instead relying on a
non-retroactive gamestate change as part of the answer to the
consultation.
