The Administrator was originally designated in the Tweak that created the
Third Era.

I'm not completely dead, but dealing with some personal issues in my life
and don't really have much time for Nomicing at the moment. But if someone
wants to update the ruleset to how things should be, I'll be happy to turn
the clock back on, and we can propose in a new Administrator-setting
procedure and new Admin.
