Oops. That is a mistake, but not the one you probably think. Players aren't allowed to cast votes privately under the current rules, so that checkbox shouldn't even be visible to you. Only the Minister of Change can see that box, because when somebody sends votes over the forum instead of the scripts the Minister should be able to enter them in the tracking scripts without resending them to the forum.

That'll disappear in the current round of script revising.
