So don't vote against such proposals. Don't vote for them, either - it might 
pass if everyone thnks they're the only one voting for it. But if a Party 
says "we will vote for this, everyone else make sure to vote against it" 
then it won't pass. Hence what Voice said about trying to encourage parties.
