No more than you could "spend" general research points more than
once. I'm not sure that it's there explicitly anywhere, but it would
be tough to argue that you could spend them and yet still have them.

Well, that was the basis for the "laying down" argument a bit
back, that there was nothing that said that cards that someone
"lays down" were necessarily discarded.

Spending always means you don't have them anymore. Laying down doesn't. So it's not quite the same thing.
