I do not understand either of these duties. First of all, they
aren't actually duties: that is they don't need to be done to
keep the game running. It looks like they actually define new
actions.

Rather than a Duty, these should be in the Drinking rule: "A
player may attempt to sell any Drink e owns to any Player when at
least one Player has a BAC of 7 or more...". And shouldn't it
just be the drunk player who is forced to buy it with probability
BAC/ 2(TildexCost)?

The second one is strangely worded. Do you mean that to perform
the Hapless Friend Duty, you need to make the drunk guy sober?
There's currently no way of doing that. How does one "return a
Player to a state of Sobriety"?

Also, I don't think a Perk to one Player can take things from
another Player.
