Since that last sentence appears outside the body of the rule, 
it looks like a one-shot, which suggests squirrels are an 
imperiled phenomenon -- one that can go away.

This isn't necessarily a bad thing, especially if there's some 
adverse event coupled with an overpopulation, or a 
continuously maintained population, of squirrels in any one 
garden.  We might some day really want squirrels to go away. 
(A "deactivate this rule in the event of its sudden 
uselessness" clause might be useful.)

BTW...there doesn't appear to be anything that says players 
can only shoot squirrels in their own gardens.  Bug or 
feature?
