I would definitely like them to be proposal-created. Otherwise there's too much potential for people using them to get around the "no infinite actions" restriction. It would also be too easy for players to screw Ministers by suddenly dumping all sorts of automation work on them.

If that were fixed, I'd like the prop.

Oh, and it also might help to either make a Duty for maintaining the List, or require the proponents of new Triggers to add them if the props pass.
