[s-d] Tax and vines reminders

Just a reminder:

If you've got research points, you need to pay Tildex to the Basin equal 
to (research points/10) rounded down. Looks like the only person owing 
any, then, is Zarpint. (r1901)

You also need to pay 5~ per vine per checking period. (r1902)

I only mention this because as Minister of Twiddles, I apparently 
actually have to keep track of things now. :P

How would everyone prefer to handle this? Do you want to just have me 
deduct the appropriate amount from your Tildex count accordingly? Do you 
want to explicitly say on s-b when you're paying? Perhaps explicitly say 
on s-b only when you're NOT paying? I'll roll any way, I'm flexible.
