Some change to r19 raised the bandwidth rate for proposals 
from 1 to 2.  Probably when they got changed to "General 
Props".  Like I said, it happened when I wasn't looking. 
(Someone want to step up and take credit?)

Which is why I thought resubmitting shelved props could come 
at 1 bandwidth.  It seemed a reasonable use (other than 
stockpiling) for the odd bandwidth point.
