The first would not have been ineffectual - if a majority of all players voted for it, the minority who voted against it would gain points. Unless there were too many of them, in which case it would fail and all those who tried to pass it got even more points from "bar". Unless the others took effect, too ;)


I forgot about No Kickbacks.
