[spoon-discuss] Council Petitions

Two straw polls for the general populace:

1) I'm working on writing up a structure for Council Petitions. The 
thing I can't decide is whether they should be like modern-day 
proposals, where they all get gathered together onto a ballot 
periodically and voted on, or like proposals in some other games, where 
a proposal is made, and then everyone votes on it for a set period of 
time afterwards?

2) As long as I hope to have the Shaman eventually become like an 
Administrator, should he have some random wacky name like "Almighty 
Bob"?
