Well, this still leaves open the problem that it needs to be a Private
or Public forum according to the Fora rule, and that there needs to be
a Public Forum at all times, and that only 'The Administrator' can
declare one such. Maybe modify r16.B to include the Emergency Coord.?

BTW, Dave, I was once known as Athena. And the current roster misspells
my name--the first word should not end in a 'g'. I'm glad to be back, thanks!
(although, Zarping is a good name. Do you know http://www.isham-research.com/zarking.html (The Paging Game)? "What you do with a thing is to *zark* it."
I think "zarking" is from DNA, though that's not where my name comes from.)
