There are no specific plans, but I imagine that players might become
interested in adding such things in the future. If *you* would be
interesting in adding military or something, you would want to get a head
start by picking a capital in a good place under the sort of proposal you
would submit.

Also, you can try to guess what sort of resources would be common where.
It's going to be kinda realistic, in that the desert won't yield a whole lot
of lumber.
