They're not in the rules because the game of Tunnelers exists 
separately. The Underground Society is a Society (see r578) that 
Glotmorf created a little while ago; the entire miniruleset of the 
subgame is in the Society's charter. You pay points to join the game; 
then you follow the rules of the Charter; and the society gives points 
back when somebody wins.

Actually, it could have been modeled as an INH subgame (see the wiki 
entry on INH) - things like that are the reason INH exists. But it 
wasn't.
