Could someone please explain Rule 851/1 to Me?

The rule is a circuit breaker - it creates that rule whenever anyone wins. It's designed to stop situations where somebody finds a hole that anybody can exploit, exploits it to win, and then everybody else tries to use the same hole to win. This results in an emergency - the original finder wins, thus stopping game time; when game time turns back on, the next 'victor' wins, stopping the clock again; and so on and so forth. With this rule in place, only the first person can Win. Then, the proposal to fix the hole that led to the Win should also repeal the nobody wins rule.
