You're right. The hard part is coming up with a way to evaluate pieces that
do funny things.

For instance, consider the Xiangqi pawn. It begins the game moving only one
space forward, but there is a line across the middle of the board called the
River. When the pawn crosses the River, it gains the ability to move
sideways. It would have a Center Index of 6. How do you decide what the
value of the piece is?

This is not an insoluble problem; it just hasn't been solved yet.
