I believe bd's issue is this:  Is it
"and if e has either {{never used this ability}} or {{or targeted a Heretic 
with a Force Ability since the last time e used this ability}}."
or is it
"and if e has either never {{used this ability}} or {{or targeted a Heretic 
with a Force Ability since the last time e used this ability}}."

With how long the whole sentence is, it isn't quite clear to just what part 
of the sentence the "never" applies.  I know what is intended, and that what 
is intended is what it actually means if you study the sentence a bit, but 
it certainly could stand to be clearer.
