An army is an impassible object.  Someone could use armies as a barrier to keep players from reaching certain places on the grid.  Aside from recreational slaughter, I assumed that's what they were for.

Eir becoming an Arch was a side issue.  Thing is, if you divide the game into the ruling elders and the powerless newbies, won't this tend to result in fewer newbies?  Either people won't join because they'd be powerless from the outset, or they'd eventually become part of the power.  After a while you've got all ruling class and no subjects.
