The other philosophies get a specific extra vote for a specific purpose with specific requirements.  It's not as much of a free vote.  That's my attempt at rationalizing the objection.  I myself voted Shelve to make sure it didn't fail outright.

May I suggest making the mandate more restrictive?  How about, you get an extra vote on a proposal other than your own if you abstain or don't vote on one proposal of your own?  And, yes, you'd have to make a proposal that you would then not vote on.
