Well, if someone finds a valid loophole [[is that an oxymoron?]], they 
should get the win, without having to deal with getting a vote approved.  
Finding loopholes is a big part of the game.  People may vote no just to 
deny others winning, or may vote no because of personal reasons.  The only 
reason I suggest semi-Imperial is so that we have anti-bribery.
