I fixed the free charm part. Racking up point debt can be controlled by
charters, and none of you are under any obligation to join any society, so
the problem of dumping the debt and running is only a problem if you choose
to make yourself vulnerable to it. The Point Balance 'mess' is, as far as I
can tell, the only way to prevent people from making proposals through
societies, then taking the profits if there are any, but leaving the debts
otherwise. The only other solution is to force such changes to be
distributed among the members, but I believe such distribution ought to be
determined by the society; so my proposal only forces distribution when the
society is about to be disbanded.
