Any player who joined under the name 'bd' before this rule was created has the 
Title 'Q' . The player with the title 'Q' may be referred to as Q. Only one 
player may be Q. If Q votes on any proposal, the votes for all other 
proposals are changed to match, unless Q votes ABSTAIN. Q may make any change 
to the gamestate e wishes by announcing it to all players.

This rule takes precedence over all others.
