Fine, I'll yield the point. I do not accept Glotmorf's submission that one
rule can supersede another simply on the grounds that it's more specific,
but I will admit that in this case, my votes fail on the grounds that
there's no conflict between r's 15 and 256 as long as the statement 'players
may vote' is true. If it said, 'all players may vote', that would be
different, and I'd still be arguing with Mr. Morf right now, but as it is,
there is a logical reason why the point is moot.

I still believe that my proposal is needed, if only to make things clearer.
It's stupid and misleading to have, in rule 15, a list of all the exceptions
to r15 except for one.
