I completely and totally support Wonko in his interpertation of this.  E's 
got ya Glotmorf, since you can't change the charter yourself.  And I'll vote 
for his prop, too.

However, I still believe that Wonko is can't vote; here's my reasoning:
Rule 15/3, Voting, A.: "Players may vote."
Rule 256/12, Gremlins, B.2.: "As long as a player is Cursed, e may not 
vote."
So Wonko CAN vote, but he MAY not.  CAN is ability; MAY is permission; e 
does not have permission to vote.
