Interesting question, now that you've stated that physical laws affect one's environment and mutable rules allow one to affect one's environment.  Insta-rules are a little of both...they're rules that one can affect as a game action but are then binding as part of the environment.

If you want to equate in principle the creation of an insta-rule via action with the creation of a regular rule via proposal, I guess that'd make them physical laws.

But now I'm starting to get an idea for a middle tier...:)
